Free can be free as in "no cost" as well as free as in "freedom". Operating systems and software with the source code freely available.
A complementary term is "Open Source", which means roughly the same thing.
Distinctions between the two are convoluted and can evoke ReligiousWars.
In any case, free or open source software and operating systems offer robust, high-quality server class software. Examples of free or open source operating systems are the various BSDs:
NetBSD,
OpenBSD and
FreeBSD as well as various distros of
Linux.
Examples of free or open source software include
Apache, one of the most popular web servers in existance;
Python and
PERL, interpretive languages;
PostGRESql and
MySQL, databases; and
Cowsay (don't ask).
