As of early summer 2004 there are just a few participants who are coordinating their individual efforts in an ad hoc fashion via email and a wiki site, with no other formal organizational structure.

Their near-term goal is to include other interested participants in the same fashion. Eventually, as the need arises to conduct business in a more formal fashion (for example, by entering into business or legal agreements; to own hardware or other property; to accept dues, donations, or sponsorship) the goal is to organize as a cooperative or non-profit.
