1. Unique Local Unicast IPv6 address allocation plan

The RFC [RFC]4193 block FD40:B302:7D80::/48 has been generated for the ACN. This provides 65536 subnets, currently about 15000 more than the population of Ames.

At present each voting ward has been allocated two sequential /52s (thus actually a /51) (a total of 8192 subnets each).
